Apprenticeship Update! Big changes from August 2025
The Department for Education has released the 2025–26 Apprenticeship rule changes, with significant updates taking effect from 1 August 2025. This will impact repairers, our industry, and how apprenticeships are delivered, funded, and assessed.
At Apprenticeship Central, we’re here to navigate the changing landscape for you, so you can continue running your successful businesses.

Here are the main headlines.
1. Shorter, smarter apprenticeships
The government has introduced Accelerated Apprenticeships, programmes.
From 1 August 2025, apprenticeships can now be as short as 8 months (compared to the previous 12-month minimum).
Benefits for you? The flexibility means more tailored, efficient delivery, ideal for those with prior experience. Evidence shows good candidates are turned off from entering new apprentice programmes when duplicating arears previously covered.
2. 20% rule is out and standardised OTJ hours are in
The familiar “20% Off-The-Job” training rule is being phased out. Each apprenticeship standard will have a published minimum OTJ hour requirement (for learners with no prior learning). For those with prior experience OTJ hours and content can be reduced.
Benefits for you? This change simplifies planning while maintaining rigour and brings welcome consistency to apprenticeship delivery. It means apprentices spend less time away from the workplace.
3. Foundation Apprenticeships – A new route for young people
A new Foundation Apprenticeship route is launching for 16–21 year olds and 22–24 year olds with additional needs.
Maths and English are required but final assessments are not compulsory
Employers and providers can receive up to £2,000 in incentives, plus a £666 bonus if the learner progresses to a higher-level apprenticeship
Benefits for you? This is a practical, funded route to help more young people into our industry. Apprenticeship Central are here to support businesses ready to offer young learners that first step.
4. End-Point Assessment (EPA) reforms are coming
From April 2025, all apprenticeship standards will have their end-point assessment plans rewritten.
Benefits for you? This gives you as employers the chance to shape the future of apprenticeships.
Other technical changes include:
Clearer guidance on what’s covered by the Levy.
Level 7 Apprenticeship funding cut for 22+ from 2026.
Immigration Skills Charge increase to support UK training.
